1 1/2 pounds lean ground beef
1 white onion, diced
1 green pepper, diced
2 T brown sugar
1 T Worcestershire sauce
2 t dry mustard
1 t garlic salt
15 ounce can tomato sauce
3/4 c ketchup
Cook the ground beef until browned, add onion and green pepper, let sauté until tender. Stir in brown sugar, Worcestershire sauce, dry mustard and garlic salt. Add tomato sauce and ketchup and stir until well combined. Simmer over low heat while you prepare the topping.
2 c flour
3 t baking powder
1 t salt
1 1/3 c milk
6 T melted butter
2 eggs
1 1/2 c shredded cheddar cheese
In a bowl mix together flour, baking powder and salt. Stir in milk, melted butter and eggs until well combined. Fold in shredded cheese. Pour meat mixture into a 13 by 9-inch baking dish. Spread the topping evenly over the meat mixture. Bake at 400 degrees for 25-30 minutes or until the crust is light golden brown.
